Who is entitled to social housing?

Two conditions:

  • Be of French nationality or a foreigner with a valid residence permit
  • Comply with resource ceilings.
71% of Parisians are eligible for housing provided by social landlords.

There are 4 types of housing, with different income ceilings and rent levels:
type-logements
A = housing financed by a prêt locatif aidé d'intégration (PLAI)
B = housing financed by a prêt locatif à usage social (PLUS)
C = housing financed by a prêt locatif social (PLS)
D = housing financed by a prêt locatif intermédiaire (PLI)
These acronyms correspond to the different ways in which each social housing unit is financed. Housing financiers, including the City of Paris, choose to vary the types of housing in order to also vary the profiles of the people to be housed in a building or neighborhood.

Resource limits since January 1, 2024

The resources taken into account to calculate the ceilings are the sum of the reference tax incomes of the entire household, i.e., for 2024, those shown on the tax notice issued in 2023 by the tax authorities for income received in 2022.
Resource limits are updated every year.
Depending on the number of people being housed and the year's resources, you can find below the allocation thresholds and ceilings and the corresponding type of accommodation.
For example, a 3-person household with annual income of €41,000 can apply for type B social housing in Paris.

A rating of your social housing application based on your situation

On January 10, 2024, the City of Paris quotation grid changed
The points and criteria have changed, and so has your rating, even if your situation is identical.
The new grid applies automatically to your file, without any intervention on your part.
The City of Paris has introduced a rating system for social housing applications, to ensure greater transparency and fairness in designations and allocations. Cotation, also known as "scoring", is a tool based on several criteria, to select housing applicants whose family composition and resources correspond to available social housing.

How to apply for social housing?

There are several ways to make your request

Reminder
When applying for social housing, we ask you to present the number on your "carte vitale" (INSEE number), as well as those of the adults you wish to house.

1- Fill in the online form and attach your supporting documents

Since April 7, 2015, the state website www.demande-logement-social.gouv.fr has made it possible to create a new application for social housing.
You can fill in the housing application form on the Internet. If you have a disability, you can fill in the disability form during the application process.
At the end of the form, you can digitally attach your identity document (identity card or valid passport or residence permit), the carte vitale for you and for all adults to be accommodated, and all the supporting documents needed to process your application.
Important > This digital housing application is strictly identical to a social housing application completed on paper and submitted to the City of Paris.

2- To be accompanied by the City of Paris at a housing reception point in the arrondissement town halls

The City of Paris is offering everyone, whether or not they live in the city, an online service for making appointments for housing-related procedures in Paris. You can make an appointment for a social housing application any day of the week.

Housing information centers are open by appointment only.
You can book an appointmentonline, and a housing advisor will then meet you at the mairie d'arrondissement of your choice, on the day and at the time that suits you best.
(ATTENTION > The Point Accueil Logement at the Mairie du 19ème arrondissement is currently closed for renovation. You can make an appointment at a Point Accueil Logement in another arrondissement).
You can make an appointment at a housing reception point to :
- an initial application for social housing,
- updating your file following a change in your situation,
- renewing your application for social housing.
You can submit the documents described above, or complete your entire housing application at a counter. To do so, please bring your complete file with you:
  • housing application form completed in advance by the applicant. This form is available on site or can be downloaded and printed.
  • if necessary, a supplement to the housing application form for accommodation adapted to the disabilities is available on site or to download and print. Consult the explanatory note to help you complete this document.
  • original documents listed above. They will be scanned free of charge by the advisor who sees you at one of the City of Paris reception points.
FOR REMINDER
You can visit one of the 700 services in the Paris region. If your application is regional, you can apply in any commune of the Île-de-France region. So if you live outside Paris, you can make your request in your place of residence, regardless of which Île-de-France town you request.

3- You can send your request by mail

Once your application has been prepared and completed, you can send it by post (CERFA form + photocopies of the above documents) to :

What documents should you enclose with your application depending on your situation?

  • CERFA housing application form completed in advance by the applicant.

For all :

  • Valid identity card, passport or residence permit for you and all adults to be accommodated.
    If you are a national of a member country of the European Union, Iceland, Norway, Liechtenstein or Switzerland, the identity card of your country of origin or your passport are sufficient, no residence permit required.
  • Carte vitale for you and all adults to be accommodated
  • Two most recent tax or non-tax notices for all persons who will be living in the property (only the most recent notice in the case of a renewal)
  • Proof of last month's income for all persons living in the property (payslip, benefit certificate, etc.)
  • Proof of current address (lease and one recent rent receipt or hotel receipts or proof of accommodation, etc.)

You have children:

  • Family record book
  • Proof of family allowance (recent proof of payment), alimony or child support.
  • Document organizing childcare arrangements in the event of separation or divorce (alternating custody, etc.).

You are threatened with eviction:

  • Registered letter or bailiff's summons*.
  • Eviction judgment* (French only)
  • Letter from the Prefect authorizing your eviction by the police*.

Are you homeless?

  • Certificate of domiciliation provided by an accredited organization*.

You have been in an accommodation facility for more than 12 months:

  • Certificate of accommodation provided by the establishment (social residence, boarding house, hostel, student residence, etc.). *

You are a victim of domestic violence:

  • Receipt for filing a complaint or handrail*.

You are a childcare assistant:

  • Protection Maternelle et Infantile* accreditation
* = These supporting documents are used to score your application. If you provide these documents, you will be awarded additional points.
A NUR is created for all first-time applications for social housing.
What is it?
The "Numéro unique régional" is your social housing application number. It guarantees your registration as an applicant for social rental housing, and certifies the date of your application. In Île-de-France, the unique number is regional.
The number is linked to your social housing application file, which is valid for 1 year. When you renew your application each year, you keep the same number, which is therefore valid for the same period as your housing application file.

How do I get my unique regional number?
You don't need to take any steps to obtain a unique regional number: you receive it automatically when you apply for social housing.
Within approximately 1 month, you will receive a certificate of registration, indicating this number.
After submitting your application for social housing, you will receive an Attestation of Registration.
All applicants, whether they apply online, in person or by post, receive this certificate within a month, giving them their unique regional number (NUR), which certifies that their application for social housing has been registered.

Additional steps

The City of Paris is not alone in financing social housing in Paris. It is therefore not alone in proposing candidates to social landlords.

If you find yourself in one of the following situations, there are other organizations you can contact.

If you are a civil servant or hospital employee

Contact your administration's personnel department, which has reserved accommodation.
If you are asked to obtain a unique regional number (NUR), please refer to the paragraph below on NUR .

You are an employee of a private company contributing to Action Logement

Companies with more than 20 employees contribute to one of the Action Logement (ex-1% patronal) organizations, and can offer social housing.
Contact your company's human resources department to find out whether it is possible for your company to submit your application for Action Logement reservations.
If you are asked to obtain a unique regional number (NUR), please refer to the paragraph below on the NUR.

You are already a social housing tenant and wish to change accommodation

You can contact your landlord, who will register your application for social housing OR apply for social housing first at https://www.demande-logement-social.gouv.fr/, then notify your landlord of your wish to change accommodation.
You can then find a suitable home on locannonces.paris and/or register on the Échanger Habiter platform.
The City of Paris is committed to ensuring that 25% of the housing units it allocates each year go to tenants wishing to change accommodation. This frees up apartments that are too big or too small for other applicants.

You are experiencing serious housing difficulties and have already applied for accommodation without receiving an offer corresponding to your needs for an abnormally long time.

You may be eligible for DALO (droit au logement opposable) recognition by the Paris Prefecture. Applications should be sent to the following address: Secrétariat de la Commission de Médiation DALO de Paris - TSA 20028 - 93 736 Bobigny Cedex 9.

You are in extreme economic and social difficulty

Contact the city's social services department to be accompanied by a social worker.

How can you obtain a single regional number if you are a civil servant, a hospital employee or an employee eligible for housing through your company?

To obtain a single regional number, you need to send or hand in a completed housing application form, together with proof of identity (identity card or valid passport or residence permit), the "carte vitale" for yourself and for all adults to be housed, and all the supporting documents needed to process your application. You will receive the certificate at your home address approximately 1 month later.
You can register your application with any registration office in the Paris region.
If you are a civil servant, hospital employee or employee of a private company contributing to Action Logement (ex-1% patronal), contact your personnel department beforehand, which may have housing reserved for its employees.
You can also request your unique regional number via www.demande-logement-social.gouv.fr.

LOC'annonces: find your home online

With LOC'annonces, you choose to apply for one of a selection of social housing units in Paris, with rents 15 to 70% lower than in the private sector. Discover locannonces.paris.

What is LOC'annonces?

With LOC'annonces, the City of Paris offers listings of apartments for rent among the housing managed by HLM organizations.
The City of Paris allocates around 4,500 social housing units per year in Paris and the Île-de-France region, divided into 4 rental categories. Categories A, B, C and D correspond to increasing levels of applicant resources.
C and D apartments are accessible to the highest incomes. Rents are 15% to 30% lower than in private housing (mostly between €12 and €18 per m²).
With LOC'annonces, the City of Paris has been experimenting since 2015 with a service that enables the middle classes to apply for a few hundred social housing units in categories C and D.
Ads for available housing offered by the City of Paris are published regularly.

What happens next?

The City of Paris analyzes and selects the applications, using a scoring system. It then proposes 3 applications to the social landlord, who allocates the social housing.
At the end of each allocation phase, if your application is unsuccessful, you will be informed by e-mail and will then be able to reapply on LOC'annonces.
