What kind of aid for what kind of project?

Who can benefit?

The Agence nationale de l'habitat and the City of Paris (Anah) offer a range of financing solutions to help you :
  • Improve the energy and environmental performance of your home or building, for greater comfort in summer and winter, and to reduce your energy bills;
  • Rehabilitate run-down or unfit housing, enabling you to live in a healthy and safe environment;
  • Adapting your home to cope with loss of autonomy or disability, making day-to-day life easier and enabling you to live at home for as long as possible.
These grants can be awarded to homeowners for work on the private areas of their homes, or to condominium associations for comprehensive renovation work on the common areas of a building. The amount of the grant depends on a number of factors (income, nature of the work, scope of the project).
The financing rules applicable in Paris are detailed in the City of Paris action program, the update of which will be available in July 2024.

Where can I get information and advice tailored to my needs?

For help with your project, you can contact the France Rénov' advice center in Paris, run by the Agence Parisienne du Climat (APC).
A one-stop shop for energy renovation in Paris condominiums, the Agence Parisienne du Climat provides information and advice to individuals, notably on energy savings, thermal performance, financial assistance and renovation project methodology.

You can also visit the France Renov' website for information on grants from the Agence nationale de l'habitat (Anah), or to obtain a list of "Mon Accompagnateur Rénov'" approved operators.
You can contact France Rénov by telephone from Monday to Friday, 9am to 6pm (mainland France time) on 0808 800 700 (free service + cost of a call); bring your latest tax assessment with you.
What is the role of "Mon Accompagnateur Rénov'"?
In many cases, you'll need to be accompanied by an approved " Mon Accompagnateur Rénov '" operator to apply for work grants. The operator's role is to support you throughout the renovation process, providing technical, administrative and financial assistance.
Important note: If you wish to install a WC macerator in your home, you must obtain authorization.

If you'd like to implement a comprehensive energy and environmental renovation project for your condominium, you can take advantage of the Éco-rénovons Paris+ scheme, which offers financial assistance as well as free, personalized support at every stage of your project. The "Eco-Rénovons Paris +" scheme
This program set up by the City of Paris concerns comprehensive renovation projects. They are designed to improve the energy performance and living environment of your building. Éco-Rénovons Paris + offers financial assistance, which can be combined with Anah grants, as well as free, personalized support at every stage of the project.

Renovation of building facades

Renovation involves refurbishing the facades of a building in order to maintain a lasting balance.
In the strictest sense of the term, this involves restoring a property to its original state of cleanliness. This work is undertaken when there is deterioration of the facade, significant generalized soiling, and a change in the facade's original color.
Renovation work is part of a broader program to preserve the architectural quality of buildings, and can also be part of a sustainable development program to improve energy performance by rethinking thermal insulation, thereby saving energy and improving living comfort.
Articles L. 126-2 and L. 126-3 of the Code de la construction et de l'habitation (CCH) make it compulsory to carry out restoration work every 10 years.

Renovation: an opportunity to carry out an energy diagnosis of the building

When you start your renovation project, you'll need to carry out an energy audit of the building.
An overall audit will enable you to choose the most suitable work: thermal insulation from the outside or inside, combined with the replacement of insulating external joinery, improved ventilation or heating. In the same way, the work can be extended to include re-roofing with thermal insulation.
This approach will provide an opportunity to reduce service charges for homeowners, part of which may be recoverable for landlords.
You can benefit from financial assistance for this type of energy-saving work. To do so, contact the Agence Parisienne du Climat (APC), a partner of the City of Paris in the Éco-rénovons Paris program. On their website, you'll find a directory of energy renovation professionals for condominiums.

Where can I find out more?

The City of Paris is there to advise and help you with the renovation process, particularly in terms of inspections and administrative authorizations.
  • The Direction de la Voirie et des Déplacements (Roads and Transportation Department) is responsible for processing requests to occupy the public domain for roadworks, particularly scaffolding. To find out more, consult "Information on requests to occupy the public domain".
  • The Direction du Logement et de l'Habitat is responsible for checking building facades.

How are inspections carried out?

Sworn officers in charge of facades carry out continuous inspections throughout Paris. When they spot a building that needs to be cleaned up, they open a file.
It takes place in 2 stages:
  • The information and work request phase
A letter is sent to owners or co-owners via the building manager, informing them of the inspection, the problems found and requesting that the work be carried out as soon as possible.
  • The work completion verification phase
An inspection is carried out one year later, and if nothing has been done, a Municipal Injunction Order is sent to the building manager or owner, ordering them to start work within 6 months.
An inspection is then carried out at the end of the deadline, and if nothing has yet been done, a Municipal Summons Order is sent to the building manager or owner to complete the work within the following 12 months.
An inspection is carried out after one year, and if nothing is done, legal proceedings are initiated, which can result in a fine of €3,750 (increased to €7,500 in the event of a repeat offence) and/or the compulsory restoration work being carried out by the local authority at the offender's expense.

Is there any possibility of delay?

Once the file has reached the injunction stage, the condominium or owner has 1 month to submit a request for an extension, which can take up to 2 years.
The request is made on a specific form, which is sent out with the Municipal Injunction Order, and which must contain the reasons and supporting documents relating to the request for a time extension.
Please note
If the request is not accompanied by the referral form and the documents required to understand it properly, it will not be taken into account and the procedure will follow its course. In the same way, the referral form must be completed in full, and the information submitted must fall within the scope of the cases set out in the referral.

How do you prepare and submit your restoration application?

To have the facades of your building restored, you need to submit an application to the City of Paris Urban Planning Department. To find out more about the documents required and the procedure to follow, go to "online urban planning procedures" and "building permits and prior declarations".

How do you restore your building?

Here are a few tips to help you prepare for your building's renovation.
  • Plan the restoration work well in advance, so that you are aware of the constraints of your building and can draw up the most appropriate financing plan.
  • Have a preliminary diagnosis carried out to determine the façade materials and the exact state of maintenance of your building.
Given the investment involved in a restoration project, it's best to avoid poor-quality work that will require new work too quickly. It's better to carry out a preliminary study to ensure that the work is of lasting quality.
  • This diagnosis should be supplemented by a description of the restoration work needed to be carried out, to ensure that bids from contractors are comparable.
  • Surround yourself with professionals:
- Architect or specialized project manager to suggest the most appropriate techniques and monitor the worksite
- Qualified companies, because techniques and know-how differ depending on whether you're working with dressed stone, brick, plaster or mortar.
  • Think about the other work needed on your building, to coordinate it more effectively with the restoration work (e.g. changing windows or insulating facades).

  • Extend the life of your renovation by having an anti-graffiti product applied to the first floor of the building to facilitate the removal of any "tags".
  • Keep a record of the work carried out in the building's maintenance log, as required by law.
