Electrically-assisted bikes, cargo bikes, discover the Mobilib' offer… Since October 12, 2024, the City of Paris has been offering an overhaul of its financial aid to encourage the use of more environmentally-friendly modes of transport.

Our financial assistance for greener modes of transport

In October 2024, the Paris Council voted in favor of mobility aids for individuals and professionals.
As of October 12, 2024, new conditions apply for the granting of means-tested assistance to individuals, new schemes are subsidized, and a small number are no longer subsidized.
The main changes in the aid scheme
■ For individuals, the aid ceiling has been raised from €6,300 to €10,000 of reference tax income per unit.
■ New schemes are eligible for aid for the purchase of bicycles adapted for people with disabilities.
■ Professional electric-assist bicycles are no longer subsidized, nor are CNG trucks.
■ New aids for Parisian professionals are deployed: thermal vehicle refitting, Mobilib' shared mobility services.
■ Assistance for the acquisition of electric/hydrogen-powered light commercial vehicles and heavy goods vehicles continues to be offered.

The digital service for processing applications for assistance will gradually evolve over the coming weeks to take account of the new provisions, and will be available during January 2025. Please consult this page regularly, as we will keep you informed of any updates to the digital service.
  • For purchases made before October 12, 2024 (as evidenced by the invoice), the old rules apply - in particular, for means-tested aid, the ceiling is equal to €6,300 of reference tax income per tax unit.
    You have until the end of December 2024 to submit your application using the old digital service.

  • For purchases made on or after October 12, 2024 (as evidenced by the invoice), the new regulations will apply, in particular for means-tested grants, for which the ceiling has been raised to €10,000 of reference tax income per unit.
    Applications will be made via the new digital service, which will be available on this page in January 2025.
    In the meantime, please keep your proof of purchase.

You will receive a reply to your application within 10 days via the digital service.

For private customers

The aim is to enhance mobility for the most disadvantaged and vulnerable individuals, including those with limited mobility. A number of subsidies are subject to a means test, and some can be combined with others.

Assistance from the City of Paris

Only Parisian residents with a reference tax income per unit of less than or equal to €10,000 are eligible for means-tested assistance (1 to 6), based on their last available income tax assessment.

WHAT?
The electrically-assisted bicycle must have been purchased by the applicant for personal use.
The bike must be new, or reconditioned by a company with V3R certification (Vérifiés " Robustes, Réparables, Recyclables ") issued by AFNOR. New bikes must have been purchased after October 15, 2022, reconditioned bikes after October 14, 2024.
Bikes must be marked with a unique identifier, and registered in the Fichier national unique des cycles identifiés.
The bike's homologation certificate must mention the EN15194 standard. Bikes with lead batteries are not eligible.

WHO?
Applicants must be over 18 and live in Paris (main residence). Maximum one grant per person.

Applicants must have a tax income per unit reference less than or equal to €10,000, according to their most recent income tax assessment.

WHAT?
The adapted bike must have been purchased by the applicant for personal use after October 15, 2022.
The bike must be new, or reconditioned by a company with V3R certification (Verified "Robust, Repairable, Recyclable") issued by AFNOR.
The bike must be marked with a unique identifier, and be registered in the Fichier national unique des cycles identifiés.

Eligible adapted bicycles are:
■ Individual 2-wheeled bicycles with adapted size, reinforcement, straddle and/or seat.
■ Individual three-wheeled bicycles (tricycles), whether seated, semi-recumbent or recumbent (trikes), fitted with a differential between the rear wheels.
■ Three-wheeled devices, electric or non-electric
■ Tandems, when they enable a person who is unable to ride a conventional individual bicycle to do so, accompanied by a helper.
■ Bicycles for transporting another person in a wheelchair
■ Devices that facilitate the use and handling of bicycles to meet needs. These devices can be: pedal accessories (footrests, special pedals, leg rests, crank reducers, etc.), transmission accessories (differential, gearshift assist handle, etc.), handlebar accessories, support accessories (back, chest, arm(s), etc.), turn signals and mirrors (non-exhaustive list).

WHO?
Applicants must be over 18 and live in Paris (main residence).
Maximum 1 aid per person.
Applicants must be wheelchair users and/or people with mobility impairments that prevent them from using a conventional 2-wheel bicycle.

WHAT?
The course must have been taken with a service provider approved by the applicant after October 15, 2022.
For the organization to be considered approved, the instructor involved in the training must:
■ Hold the CQP AMV (Certificat de qualification professionnelle Animateur mobilité vélo).
■ Or be trained to the IMV certificate (Initiateur mobilité à vélo)
■ Or have at least 1 year's experience in this type of training.

WHO?
Applicants must be over 18 and live in Paris (main residence).
Maximum 1 grant per person.

HOW?

Annual subscription (12 consecutive months) enabling secure parking of a bicycle in bicycle stations, public parking lots, private parking lots of condominiums or social landlords.

WHAT?
Mobilib' is a loop car-sharing system, i.e. it is characterized by reserved parking spaces (return to the same parking space on the street after rental). In this system, the vehicle must be returned to its original parking space after use.

Mobilib' is run by several operators and includes offers for cars and commercial vehicles. Some operators offer vehicles both within Mobilib' (on-street parking, car-sharing loops) and outside (on-street or off-street parking, free-floating car-sharing): only vehicles rented within Mobilib' are eligible.
Reimbursement can be for one or several journeys, with one or several operators.

WHO?
Applicants must be over 18 and live in Paris (main residence).
Maximum 1 subsidy per person.

For multi-family housing

Assistance from the City of Paris

The aim is to encourage collective housing in Paris (condominiums, social landlords) to create secure bicycle shelters for their residents.
The assistance amount is set at 50% of the cost of the work, excluding VAT, up to a maximum of €2,000.

HOW MUCH?
The amount of assistance is set at 50% of the cost of the work, excluding taxes, with a ceiling of €2,000.

WHAT?
The creation of a bicycle shelter in a Parisian collective dwelling (condominium or social housing) meeting the following criteria:
■ The bike shelter must be installed in a secure location (premises or courtyard locked by code, badge or key).
■ If the size of the premises allows it, bicycle racks must be set into the ground or on the walls so that bicycles can be securely attached, using a padlock for example.
■ If the bike shelter is built in an open area, such as a courtyard, weather protection must be installed. This must cover the entire length of the bicycle.
■ Adult bicycles must be able to be parked here.
■ Wherever possible, facilities should comply with the practical guide for real estate professionals concerning bicycle parking in residential and office buildings, published by the Fédération des Usagers de la Bicyclette (FUB) and/or the guide "installing a bicycle in a condominium" published by the Paris En Selle association (2022).

WHO?
Assistance must be requested by the manager of the collective housing: lessor, professional syndic, syndicate of co-owners or voluntary syndic.

HOW?

Proof of identity and bank details:
■ Syndic contract or PV d'AG (except for social landlords), in force at the time the application is submitted, explicitly mentioning the name of the syndic in charge of managing the condominium and the end date of the contract
■ KBIS of the syndic in charge of managing the co-ownership (except for social landlords), less than 3 months old on the date of application
■ INSEE file of the syndic or lessor (if applicable), less than 1 month old on the date of application
■ INSEE file of the co-owners' association (if applicable, except social landlords), less than 1 month old on the date of application
■ Building summary sheet (except for social landlords)
■ Bank details (RIB)

Proof that the work has been carried out:
■ Invoice showing the nature of the work carried out, in particular the installation of bicycle parking facilities
■ Pre-work photo: future location of secure bike shelter
■ Photo after work: finished bike shelter

Applicants will receive a reply to their request for assistance within an estimated week of submitting their application. If approved, the grant will be paid out within 4 to 6 months.

For professionals

Assistance from the City of Paris

HOW MUCH?
The amount of the subsidy is set at 50% of the purchase price excluding taxes, up to a maximum of €1,200.

WHAT?
The cargo bike or scooter must have been purchased by the company or association after October 15, 2022. Vehicles leased or rented are not eligible.
The cargo bike or scooter must be new, or reconditioned by a company with V3R certification (Verified "Robust, Repairable, Recyclable") issued by AFNOR. The bike must be marked with a unique identifier, and be registered in the Fichier national unique des cycles identifiés.
It can be electric or non-electric. In the case of a cargo bike or scooter with electric assistance, the bike's certificate of approval must mention standard EN15194. Bikes with lead batteries are not eligible.

WHO?
Maximum assistance per entity
The following are eligible:
■ Companies with fewer than 50 employees registered with the Paris Trade and Companies Register.
■ Individual entrepreneurs and self-employed professionals domiciled in Paris.
■ Charitable associations recognized as being in the public interest and having premises in Paris, whose purpose is to provide assistance to people in difficulty.

HOW?

■ KBIS less than 3 months prior to the date of application (except liberal professions and sole proprietors).
■ INSEE form less than one month old
■ For charitable associations recognized as being of public utility: registration in the national directory of associations (RNA)

■ Energy (electricity, gas) or water bills less than three months old.

Proof of identity and bank details:
■ Invoice
■ If cargo bike or electrically-assisted scooter: certificate of approval (mentioning standard EN15194)
■ Certificate of registration in the Fichier national unique des cycles identifiés (unique national file of identified cycles)
■ For reconditioned bikes: proof of V3R certification.

Vehicles must belong to category N1 as defined in Article R. 311-1 of the French Highway Code (less than 3.5 tons GVW), and be battery-electric or fuel-cell powered (EL or H2 on the vehicle registration document).

WHO?
A maximum of one grant per entity.
The following are eligible:
■ Companies with fewer than 50 employees registered with the Paris Trade and Companies Register.
■ Companies with fewer than 50 employees registered in the Paris region (excluding Paris) and holding a PRO Mobile parking permit or a sales permit for open-air markets in Paris.
■ Sole proprietors and self-employed persons domiciled in Paris
■ Charitable associations recognized as being in the public interest and having premises in Paris, the purpose of which is to provide assistance to people in difficulty.

WHAT?
The truck must have been purchased new by the company or association after October 15, 2022. Vehicles leased, rented or leasing are not eligible. Total public aid received for the acquisition of the vehicle must not exceed 50% of its total cost.
Vehicles must belong to category N2 or N3 as defined in article R. 311-1 of the Highway Code (over 3.5 tons GVW), and be battery-electric or fuel-cell powered (EL or H2 on the vehicle registration document).

WHO?
A maximum of one grant per entity.
The following are eligible:

The vehicle must have been purchased new by the company or association after October 15, 2022. Vehicles leased, rented or leasing are not eligible. Total public aid received for the acquisition of the vehicle must not exceed 50% of its total cost.
Cabs must be battery-electric or hydrogen-powered (EL or H2 on the vehicle registration document).
Vehicles must be assembled in a European Union country where less than 110g of CO2 are emitted to produce 1 kWh of electricity.

The secure bicycle shelter must be created at the company's Parisian establishment (or Parisian premises in the case of an association, or home address in the case of a sole trader or self-employed professional), and must meet the following criteria:
■ The bicycle shelter must be installed in a secure location (premises or courtyard locked by code, badge or key).
■ If the size of the premises allows it, bicycle racks must be set into the ground or on the walls, so that bicycles can be securely attached, using a padlock for example.
■ If the bike shelter is built in an open area, such as a courtyard, weather protection must be installed. This must cover the entire length of the bicycle.
■ Adult bicycles must be able to be parked there.

The Objectif Employeur Pro-Vélo program

Supported by the Fédération des Usagers de Bicyclette, the Objectif Employeur Pro-Vélo program helps private, public and non-profit employers to promote the use of bicycles for commuting and working. It offers financial support and turnkey assistance in obtaining the Employeur Pro-Vélo label.
